Integration layers — ESBs, iPaaS, API gateways — tried to solve the connectivity problem. They succeeded at moving data between systems. They did not solve the meaning problem. A customer record in Salesforce and a customer record in SAP can refer to the same entity or different entities and there is no reliable way to know. The data moves. The ambiguity travels with it.

Every enterprise AI initiative of the past three years has run into the same wall. The model is capable. The data isn't ready. The data was never ready — it just didn't matter until you needed to reason across it.

AI systems are pattern discovery engines. They find signal across large, connected datasets. The enterprise stack is designed to do the opposite — to keep datasets separated, owned by departments, formatted for departmental tools. The AI capability arrived. A leading contemporary example of this architecture is Palantir's ontology platform — a system where real-world entities are modeled directly and AI agents operate on shared meaning rather than application-specific schemas. Why regulated industries
get there first.

The transition to Phase 4 does not happen uniformly across industries. It happens first where the cost of the current architecture is highest — and where an external force creates urgency that internal IT roadmaps never generate.

In regulated industries, that force is the examiner. The FFIEC examiner who asks for a complete audit trail of every compliance decision. The HIPAA auditor who needs to verify every access event against policy. The CMMC assessor who requires evidence that AI-generated outputs were produced under controlled conditions with documented provenance.

These requirements cannot be satisfied by a fragmented SaaS stack producing PDF exports and spreadsheet summaries. They require a system where the workflow, the data, the execution environment, and the attestation record are unified from the start — not assembled after the fact by a compliance team under deadline pressure.
